RoW is a member of the Australia-New Zealand and Republic of Wyneries (ANZROW) Pact. This is
both a trade pact and defense pact, initiated in 1946 and re-ratified every eight years without controversy.
RoW is listed as an "Ancillary State" in the Defense of the British Commonwealth and Ancillary States
Treaty (DBCAST). Inclusion of RoW dates back to 1956.

RoW defense strategy is developed at the Grapeshot Naval Academy at Pointe and is dictated by
both the history of nations and geopolitical theory. The latter evolved from the writings of some of the world's
most astute, yet not necessarily well-known, thinkers of the past.
Geopolitics is the analysis of geography, history and society with reference to spatial politics and
patterns at various and relative scales ranging from city, state, regional, continental, to international. It
examines the political, economic and strategic significance of geography, where geography is defined in terms of
the location, size, function, and relationships of peoples, places and resources. The term was coined by Swedish
political scientist Rudolf Kjellén at the beginning of the 20th century, who in turn was inspired by the German
geographer Friedrich Ratzel's book, Politische Geographie in 1897. The later was translated to English by
American diplomat Robert Strausz-Hupé.
Geopolitics quickly gave birth to two radically opposing theories. Sir Halford Mackinder in England formulated
the Heartland Theory in 1904, which involved concepts diametrically opposed to those of U.S. Navy Captain Alfred
Thayer Mahan about the significance of navies and the projection of sea power in world conflict. While geopolitical
thinkers in RoW understand Mackinder's Heartland Theory, they also understand that it regelates RoW to the Periphery
, a term deliniating all nations not on the World Island (Eurasia and Africa). As such, the theories of
Captain Mahan are more applicable to RoW than are Mackinder's, but both have been greatly challenged by new and
evolving correlation of forces based on traditional considerations and the projection of both air and missile power.
The Republic of Wyneries is a member of the International Centre for Geopolitical Studies (ICGS)
located in Geneva (Switzerland). Founded in 2001, the ICGS' objective is reinforcing international stability
and security through a better understanding of the causes of conflicts and tensions. The ICGS engages in analysis
and studies of world geopolitical issues in order to facilitate a more comprehensive and accurate understanding of
the evolutions taking place in contemporary international relations.
Geopolitical theory applied to defense strategy alone would be like trying to make wine with grapes alone --
without yeast. Thus, there is a marriage of thinking between the Ministry of Defense and the Ministry of Foreign
Affairs. Like all marriages, this one includes disagreements which are often only resolved after long debate
outside the public arena. Thus, the triumvirate of the Prime Minister and the Ministers of Defense and Foreign
Affairs are the most important to the nation of RoW. These three officials are carefully chosen by the President
and are usually, though not always, from his political party.

The RoW has endorsed many nations in The South Pacific. Such endorsements given are called "tarts," while
endorsements received are called "endorsements." The RoW issues tarts to nations it desires to have friendly
relations with, a number that fluctuates and may exceed the number of endorsements received.
A list of nations that have been issued tarts by RoW is classified to prevent any misinterpretation by
nations that have not been issued such tarts, but such a list could be derived through diligent research of public
records. In fact, the RoW wishes to establish friendly relations with all nations of The South Pacific and may in
time do so. Issuing tarts is a slow process, hampered by the whims of the Ministry of Foreign Affairs and Senate
oversight of this process.
